China launches nationwide crackdown on illegal solid waste disposal

China has launched a nationwide campaign targeting illegal dumping and disposal of solid waste. Jointly initiated by the Ministry of Ecology and Environment and seven other government bodies, the three-year campaign focuses on curbing the illegal transfer, dumping, and handling of hazardous waste, industrial solid waste, construction debris, as well as the unauthorized dismantling of scrapped vehicles, e-waste, decommissioned new energy equipment, and end-of-life power batteries, etc.
The campaign will focus on high-risk areas such as urban-rural fringes, demolition zones, administrative borders, as well as ecologically sensitive zones including mountain edges, riverbanks, lakes, abandoned lands, sinkholes, mining pits, nature reserves, and forested areas. Enforcement agencies will combine satellite remote sensing and drone surveillance with on-the-ground inspections to identify violations and dismantle illegal waste disposal networks.
The campaign will be rolled out in phases. By the end of 2025, authorities aim to complete investigations and implement rectification plans for high-risk sites. By the end of 2026, most issues identified should be resolved. A final review of all corrective actions will be completed by the end of 2027.
